आरक्षभित्रै बसे उनीहरुलाई ज्यान जोगाउन मुस्किल पर्छ । आरक्ष भित्र १७÷१८ को सङ्ख्यामा रहेका जङ्गली हात्तीले यसरी दिउँसै आरक्ष कार्यालयभित्र आएर उत्पात मच्चाउनुको पछाडि विभिन्न कारण छन् ।
प्रमुख कारण जङ्गली हात्ती दिनहुँ आरक्षको हात्तीसारमा रहेका पोथी हात्तीसँग समागमका लागि आउने हुन् र यही क्रममा तोडफोड गर्ने गर्छन ।


आरक्षको हात्तीसारमा पाँचवटा पोथी हात्ती रहेका छन् । उनीहरुसँग भाले जङ्गली हात्ती सम्बन्ध राख्न आउने गरेका आरक्षका सहायक संरक्षण अधिकृत झौलाइ चौधरी बताउनुहुन्छ ।
“यौन सम्बन्ध राख्नका लागि जङ्गली हात्ती आउने गरेका छन्, यसरी आउँदा बर्सेनि आरक्षभित्र तथा वरपरको बस्तीमा तोडफोड गरेर हैरान पार्छन,” उनले भने । आरक्षभित्र यसरी तोडफोड गर्ने हात्तीको बथानलाई धपाउन कर्मचारी, आरक्ष सुरक्षार्थ खटिएको भगवतीप्रसाद गुल्म तथा स्थानीय युवालाई परिचालन गरिएको छ ।

सुनसरीको पश्चिम कुशाहास्थित आरक्ष कार्यालयमा हात्तीले दसैँयता लगातार तोडफोड गर्दै आएको छ । हात्तीको बथानले कार्यालयको पर्खाल, आवास भवन र भान्साघरलाई बिगारिदिएको छ । हात्तीका कारण आरक्ष वरपर वस्दै आएका बासिन्दा समेत असुरक्षित छन् ।

“करिब एक सय ५० घरपरिवार तीन महिनायता त्रासमै बाँचिरहेका छन्,” चौधरीले भने । आरक्षसँग जोडिएका सुनसरी, सप्तरी र उदयपुरका बासिन्दा हात्तीका कारण दिनुहुँ असुरक्षित बन्दै गएका छन् । उनीहरु डरले रातभर जाग्राम बस्छन् । पछिल्लो सात वर्षयता हात्ती र अर्नाको आक्रमणबाट यस क्षेत्रका १३ जनाले ज्यान गुमाउनु परेको छ । हात्तीले मानवबस्तीमा तोडफोड गर्नुका साथै बालीनालीसमेत सखाप पार्ने गरेका छन् ।
“आन्तरिक तथा बाह्य पर्यटकलाई आरक्षभित्र घुमफिर गर्न रोक लगाएका छौँ, स्थानीयवासीलाई काठ दाउरा तथा घाँस काट्नसमेत दिइएको छैन,” चौधरीले भने ।

आरक्षको हात्तीसारमा हाल सरस्वतीकली, दमदमीकली, शोभाकली, लक्ष्मीकली र अमरिकाकली गरी पाँचवटा घरपालुवा पोथी हात्ती रहेका छन् । बर्सेनि जङ्गली हात्ती पोथी हात्तीसँग समागमका लागि आरक्ष भित्र आउने गरेका छन् । मात्तिएर आउने यस्ता हात्तीले आरक्ष कार्यालयभित्र तोडफोड गर्नुका साथै कर्मचारीमाथि आक्रमण गर्ने गरेका छन् ।

“भाले हात्ती पाल्नै गाह्रो हुन्छ,” सहायक संरक्षण अधिकृत चौधरी भन्छन् । गत वर्षसम्म कोशीटप्पुको हात्तीसारमा पोथी हात्तीको सङ्ख्या तीनवटा मात्र थियो । यस वर्ष थप दुई पोथी हात्ती चितवन राष्ट्रिय निकुञ्जबाट यहाँ ल्याइएको हो । “कोशीटप्पुका पाँचवटा हात्ती अझै चितवनमा ‘काज’ मै छन्, यहाँ ल्याएर राख्न सक्ने अवस्था छैन,” सहायक संरक्षण अधिकृत चौधरीले भने ।

जङ्गली हात्ती यसरी बर्सेनि आरक्ष कार्यालय तथा आरक्ष वरपरको वस्तीमा पस्नुको कारण चरिचरन क्षेत्रको कमी पनि हो । विसं २०३२ सालमा सुनसरी, सप्तरी र उदयपुरको एक सय ७५ बर्गकिलोमिटर क्षेत्र समेटेर कोशीटप्पु आरक्षको स्थापना गरिएको हो ।
“चरिचरन क्षेत्र चार प्रतिशत मात्र छ,” चर्ने ठाउँ अपर्याप्त भएको तथ्याङ्क प्रस्तुत गर्दै चौधरीले भने । हात्तीको आक्रमणबाट जोगाउन जङ्गल क्षेत्र बढाउनुपर्ने तथा वरपर रहेको मानव वस्ती हटाउनु पर्ने उनको भनाइ छ । आरक्षले करिब एकसय २८ बर्गकिलोमिटर क्षेत्रफल बढाउने योजना बनाएको छ ।

“बस्ती हटाएर जङ्गली हात्तीको संरक्षण गर्न हामी लागिपरेका छौँ,” उने बताए । आरक्ष वरपर स्थानीयवासीले बालीनाली लगाएका कारण समेत चरिचरनका लागि जङ्गली हात्ती बर्सेनि बस्तीमा पस्ने गरेको हो ।
कोशीटप्पु आरक्ष अर्ना ९जङ्गली भैँसी०का लागि प्रख्यात मानिन्छ । विसं २०७२ चैत अन्तिम साता गरिएको गणना अनुसार यहाँ अर्नाको सङ्ख्या ४३२ रहको छ । अर्ना नेपालभरमै यहाँ मात्र पाइने जनावर हो ।
कोशी नदीको बीचमा रहेको आरक्ष क्षेत्रलाई बर्सेनि बाढीले कटान गरिरहेको छ । नदीले निर्धारण गरेको आरक्ष भएका कारण यसको भविष्य नदीमाथि निर्भर छ । यहाँ स्थापनाकालदेखि नै खुल्ला रुपमा चरिचरन हुँदै आएको छ । त्यसैले खुल्ला चरिचरन आरक्षको प्रमुख समस्या भएको आरक्षमा कार्यरत राष्ट्रिय प्रकृति संरक्षण कोषका वीरेन्द्र गौतम बताउँछन् ।

बर्सेनि आरक्षको चारैतिरबाट स्थानीयवासीले अतिक्रमण गर्दैआएका छन् । यसको मुख्य असर हात्ती र अर्ना बासस्थानमाथि परेको छ ।

सन् १९८७ मा रामसार सूचीमा सूचीकृत कोशीटप्पु नेपालकै ठूलो रामसार क्षेत्रका रूपमा चिनिन्छ । यहाँ ४८९ प्रजातिका चराका साथै दुर्लभ डल्फिनसमेत पाइन्छ । लोपोन्मुख अवस्थामा रहेका अर्ना संरक्षणकै निम्ति आरक्ष स्थापना गरिएको हो । “पछिल्लो समय वन्यजन्तुको सङ्ख्यामा वृद्धि हुँदै गएको छ, तर कोशीको बाढीले कटान गरेपछि वन्यजन्तु संरक्षणमा समस्या भएको छ,” गौतमले भने । आरक्ष स्थापना गरिँदा अर्नाको सङ्ख्या ७३ रहेकामा अहिले उक्त सङ्ख्या बढेर चारसय ३२ पुगेको तथ्याङ्क छ ।
